Abingdon is missing, but I cannot for the life of me work out how to add it to the main page.

Abingdon is in Berkshire, and is therefore correctly categorised in Category:Towns and villages in Berkshire. You may be confusing the local government area (Oxfordshire County Council) with Oxfordshire. However, local government areas do not define in what county a place is. If you look at the ONS Index of Place Names in Great Britain from 2016 you will see that it shows both the historic county name (ctyhistnm: Berkshire) and 2015 local government council area (cty15nm: Oxfordshire).
